Adds the standard pinned Renovate plugin and recommended Docker digest policy. Native Dockerfile extraction verified against the actual Renovate runtime; workflow schema validated. Activated Woodpecker and weekly Sunday03:30UTC cron. Source dependency PRs remain reviewed; deployed operator chart lifecycle is unchanged.
