Context

Wi-Fi and network-change events are published broadly. SSID and BSSID visibility varies by Android version, location permissions, and platform policy.

Scope

Report version- and permission-dependent availability precisely.
Distinguish connectivity, available networks, and the active network.
Improve SSID/BSSID visibility only where Android permits it.
Add trigger-side filters only when they reduce battery use, sensitive persistence, or significant delivery noise; otherwise use Switch.

Acceptance

Hidden or unavailable identifiers explain why they are absent.
Event transitions remain distinct from current network-state queries.
No polling is introduced to emulate subscriptions.
Any added filters have a documented platform or privacy benefit.
